Its Own Rules, Not Atlanta's
The stock spans the 1950s and 1960s through substantial 1990s and 2000s redevelopment, which is precisely why the permit record straddles the pre-incorporation and post-incorporation eras. Lot values support clearance and replacement more readily than in the smaller-lot markets closer to the city, so the teardown route is genuinely available where a structure cannot be saved. And the mid-century stock sits on a mix of slab and crawlspace foundations, so which one you have changes how easily a buyer can price the damage — a crawlspace can be inspected, a slab cannot.
